Associate Program Analyst Foreign Military Sales (FMS)

The Associate Program Analyst Foreign Military Sales (FMS) reviews all FMS cases within respective country portfolio for accuracy, appropriateness of sale, level of disclosure, and long-term supportability.

Responsibilities include:

• Coordinating with other Army Staff elements, the Defense Security Cooperation Agency (DCSA), the Defense Technology Security Administration (DTSA), the Joint Staff, Geographic Combatant Commands, OSD Policy, and the Department of State (DoS) as required on all aspects of the FMS program within assigned portfolio of countries.
• Supporting Government personnel with the reviewing and staffing of 36(b) Congressional Notifications Price and Availability (P&A) data and sensitive FMS cases prior to forwarding to DSCA.
• Supporting Government personnel with the reviewing and staffing of Co-production Memoranda of Understanding (MOU), amendments, and supporting documents.
• Supporting Government personnel in the reviewing and staffing of non-recurring cost recoupment charges.
• Supporting Government personnel in the preparation of trip books, information papers and briefings to support key General Officer/Senior Executive Service (GO/SES) meetings with foreign counterparts, conference attendance, and other meetings.
• Supporting Government personnel in the reviewing and staffing of actions involving foreign disclosure and technology transfer as they apply to FMS.

Qualifications required:

• Bachelor's Degree (Waived with 10 yrs Security Cooperation/Security Assistance [SC/SA] experience)
• 3 years experience
• Requires working knowledge in the foreign military sales process.
• Requires TS/SCI clearance.
